This page provides information to a listing of non-construction items. The documents include items or services that  are currently being competitively bid, or have been competitively bid, and items and services that have proceeded forward under other statutorily approved methods.

Wyoming Statutes provide for three (3) basic bid approaches - competitive sealed bidding, competitive negotiation, and noncompetitive negotiation. See W.S. 9-2-3204(b).

1. Competitive sealed bidding for supplies/services exceeding $15,000 is the standard approach;

2. Competitive negotiation is available when the principal representative determines competitive sealed bidding is not feasible or practical;

3. Noncompetitive negotiation is available only when the principal representative  determines competition is not feasible and the Governor or his designee also approves. 

Definition:  "Principal representative" means the governing board of an agency or its designated representative, or, if there is no governing board, the executive head of an agency including an elected state official.
